The adjacent infrastructures - the airport, the highway and the river - appear to be more obstacles to development of the neighborhood rather than resources. Noce is mainly a partially disused industrial area, in contrast with a multicultural residential district. Noce therefore seems to be a suspended neighbourhood, trapped in the "meanwhile", waiting for the transformation to take place.
The project is based on the idea of sewing up the residential area, reconnecting the neighborhood with the city and the surrounding areas. The aim is to provide the lacking services, and at the same time to re-launch the image of the neighbourhood as self-sufficient and attractive.
The project does not intend to be limited to responding to the needs of the residents, but proposes to reuse the industrial area and convert it in a cluster for innovation. Such cluster will bring under the same roof activities and brands considered excellences of the territory.
